Thus, in order to protect the territorial integrity and sovereignty of the country, in parallel with the formation of the Armed Forces of Ukraine, the creation of the military intelligence system of the Armed Forces of Ukraine began.The organizational core, which worked out the necessary administrative documents and formed the basis for the existence of military intelligence of Ukraine, included officers who served in the intelligence system of Soviet military groups on the territory of Ukraine, and officers who returned to the Motherland from various parts of the former Soviet Union.The new structure of military intelligence of the Ukrainian state was actually created on the basis of a set of forces and means of intelligence of the Kyiv, Odesa, Prykarpattia military districts, the air defense army, the 17th air army, partly the Black Sea Fleet, and units and units of central command.This structure, despite the lack of all the necessary infrastructure at the initial stage of the construction of the Armed Forces of Ukraine, made it possible to ensure the existence of a prototype of the military intelligence system and its information component, but it could not yet solve the entire complex of tasks inherent in the state's military intelligence system.In this regard, a decision was made to form several additional intelligence structures and bodies (most of them included information units).Thus, in February 1992, the formation of the intelligence department of the Main Staff of the Armed Forces of Ukraine began.At that time, the fragments of the military intelligence system of the types of the Armed Forces functioned separately, there was no unified management and communication system, which made it impossible to carry out operational management of the forces and means involved in combat duty and the performance of peacetime intelligence tasks, as well as the organization of purposeful extraction and processing intelligence information. In addition, there was no unified system of operational and combat training, recruitment and placement of personnel, material and technical support, disorganized work of educational institutions and research institutions.With the formation of the intelligence department of the Main Staff of the Armed Forces of Ukraine, the main efforts were focused on uniting under a single leadership the intelligence structures of the Armed Forces of Ukraine, establishing the peacetime intelligence system. Significant efforts were made by the personnel of the Directorate to develop management and combat documents, which at that time did not exist in the Armed Forces of Ukraine.Further steps required solving the problems of deployment of military strategic intelligence structures. In this regard, in accordance with the Decree of the President of Ukraine dated September 7, 1992, a decision was made to establish the Office of Military Strategic Intelligence of the Ministry of Defense of Ukraine.Thus, the organization and conduct of intelligence within the Armed Forces of Ukraine began to be entrusted to two intelligence management bodies. It is clear that it is practically impossible for two structures of different levels of subordination (the Minister of Defense and the Chief of the General Staff) to make, without duplicating each other, agreed decisions regarding the principles of formation and composition of various intelligence sets, management of their activities, determination of the scope and content of intelligence tasks, development of documents, etc. .
All this created significant obstacles to the creation of a modern, effectively operating system of military intelligence. Therefore, representatives of both departments prepared reasonable proposals regarding the need to create a single central management body for the military intelligence system of Ukraine.
On July 6, 1993, in accordance with the Decree of the President of Ukraine, the formation of the Main Directorate of Military Intelligence of the Ministry of Defense of Ukraine began on the basis of the Intelligence Department of the Main Staff of the Armed Forces of Ukraine and the Directorate of Military Strategic Intelligence of the Ministry of Defense of Ukraine.On April 14, 1994, by decree of the President of Ukraine, the Main Directorate of Military Intelligence of the Ministry of Defense of Ukraine was renamed to the Main Directorate of Intelligence of the Ministry of Defense of Ukraine (GUR of the Ministry of Defense of Ukraine). From that time, a complex, effective and multi-level system of military intelligence of the Armed Forces of Ukraine began to develop.On March 22, 2001, the Verkhovna Rada of Ukraine adopted the Law "On Intelligence Bodies of Ukraine" - the Main Intelligence Directorate of the Ministry of Defense of Ukraine received the status of a special state authority.In connection with the constant appearance of new threats to the national interests of Ukraine, the reorientation of the foreign policy priorities of the countries of the world, the leadership of the Ministry of Internal Affairs and Communications pays increased attention to the issues of maintaining the proper level and the process of improving the professional training of employees and the organization of infrastructure.
