See pictures. Has someone crazing. Cork/plug/stopper/cap is a little loose in hole. Commemorative 1945 - 1975. See pictures. Not 100% sure what it is, but I believe it to be an alcohol (probably vodka) decanter/bottle. I can’t read language, but used Google translate on some of it.
