vintage Navajo craftsmanship sterling silver brooch

Designed around a Phoenix logo and with the letters PCC and several year markers around the outside. Appearing to be made in either the 90s or 00s with added year markers.

If you happen to recognize the logo or the maker, please let me know. I’ve looked extensively to no avail.
