Joseph Edward Brennan(born November 2,1934) is anAmericanDemocratic Partylawyerand politician fromMaine. He served as the70thGovernor of Mainefrom 1979 to 1987. He is a formercommissioner on theFederal Maritime Commission.Born in 1934 inPortland, Maine, Brennanlived on Kellogg Street onMunjoy Hill.Brennan attendedCheverus High School,Boston Collegeand theUniversity of Maine School ofLaw, and becameCumberland CountyDistrictAttorney before winning election to theMaine House of Representatives(1965–1971)and theMaine Senate(1973–1975). When firstelected to the Maine House he did not own a car and hitchhiked up fromPortland.His first statewide candidacy was forGovernorin1974; he lost the Democratic nomination toGeorge J. Mitchell, whom he would later appoint to theU.S. Senate. AppointedStateAttorney Generalin1975, Brennan ran for governor again in 1978, winning the primary and generalelections. Brennan was reelected in 1982, serving as governor from 1979 to1987. In 1986 he ran for theU.S. HouseinMaine\'s First Congressional District and won with 53% of the vote. When he wasDistrict Attorney his Munjoy Hill was shot up with bullets landing by hisinfant daughter, this led Brennan to support the ban on assault style weaponsin America. Aftertwo terms in the House, Brennan ran for governor again in 1990, losing toRepublicanJohn McKernan. He ranagain in 1994, losing to IndependentAngus King, but placing second, ahead of RepublicanSusan Collins. He would face Collins in another statewideelection in 1996, running for the U.S. Senate seat being vacated byBill Cohen, a race which Collins won. In 1999,PresidentBill Clintonnominated Brennan to serve as a commissioneron theFederal Maritime Commission,a small independent agency that regulates shipping between the U.S. and foreigncountries. He was renominated (by PresidentBush) and confirmed for a second term at the FMC in 2004.
