Paul- You have hit the nail on the head. It is an impossible task to have a war against terror. What is terror to one person may be the War for Independence for another.

Terror exists in the continual reaction of the terrorised. Who knows what will cause terror? It is a state of fear- something that will differ from person to person, country to country. To have a war against a state of mind is to fight shadows.

Changing the rules to allow continual imprisonment is not the mark of a humane society- no wonder lawmakers with principles are finding it hard to figure out.
