Maybe somebody will be able to. This month in Wired (April 2013) there is a pretty good article about the research in to how things swarm. In some ways there seem to be some simple rules that cause various things (birds, insects, fish, people) to move in swarms. But there doesn't seem to be a common way that it takes place. The general rule seems to be to maintain a given distance from your neighbor and move in the same direction. But different things use different methods to maintain that rule. So there is a lot of research to be done before they can use swarming rules for a lot of things that we want done, such as self driving cars. If you can find a copy check out the article, it is quite interesting.
