The next generation of nuclear power

"Between 15 and 20 years from now, we will be ready to start building a fusion power station that will produce electricity [from nuclear fusion, rather than fission, the reaction that drives existing nuclear power stations]. After that, before the middle of the century, we hope to have large-scale fusion power."
It seems to be that fusion power is ALWAYS only 20 years away. Perhaps some kind of temporal loop keeps it that way:-)
It's SO convenient for this Unlimited Fusion power to always be 20 or so years away from realization.
B'cause in 20 years time the superpowers will all be up on the Moon, mining for Helium3 (the best source of power for fusion?)
No doubt the squabbling will help put Fusion off for another 20 years, elating the oil rich.
