30% of all entering high school students become dropouts. This has been true and constant since the mid-1800s and McGuffey's <I>Eclectic Primer</I>. This is not tragedy, this is evolution in action. About 1/3 the human race has abilities other than in the intellectual arts. This includes no abilities at all. Cull the herd, reroute kids according to their real world abilities, and prevent the worst discards from breeding.
