Converting electrical energy to steam and then back to electrical energy is a losing proposition. You can never get as much electricity out as what you put in. Even if you could improve the efficiency from, say, 50% to to 99% it wouldn't get you a paying proposition, you would still be losing that 1%, and tacking more 9s on after the decimal point (99.99999...%) wouldn't help.
