You an certianly have ethics without religion or theology. But whether you can have a religion or theology without ethics is quite another question.
The fact that the two are so intertwined makes it nearly impossible to separate them in most people's minds.
I would probably say that "ethical standards" are those rules of interaction, between members of a community or society, that they agree promote the well-being of the members irreguardless of their religious beliefs.
The founding fathers of the United States were, for the most part, non-religious men. There were a few exceptions but among them were not the most famous leaders of the revolution. Yet I think you'd be hard pressed to argue they were not ethical.
