It is happening because you are making assumptions, likely based on bad science reporting, that are just not true.

While the universe is expanding, and while generally things within it are moving further apart ... the operative word here is generally.

So while our galaxy cluster, known as the local group, is moving further away from other galaxy clusters, the galaxies within our cluster are all gravitationally bound and will over time merge.

Depending on how much dark matter and dark energy exist ... galaxy clusters too may merge in what has been called the Big Crunch.
