Everything affects the atmosphere. The question is to what extent.
Take a look at the quantity of fuel exhaust injected into the atmosphere by the rare firing of rockets versus the continuous output of jets (military and civilian).
It isn't being ignored. It just isn't considered significant enought to be the top priority.
