Neither. The question has no relevance as inwards and outwards posit that some absolute direction exists. That there be a center and and edge.

This may be true of the environment in which we grew up ... houses with walls, etc. but bears no relevance in the relativisitic world of Einstein. And if something can go from being irrelevant to even less so ... than even less so once one adds in the likely total of 11 dimensions.
