I don't think earthquakes can be predicted sufficiently well to save people's lives except when a tidal waves is involved and it takes a certain time to reach the shore. It would seem that planning the structure of buildings and where people live has proved the most effective way of saving lives. It's like predicting exactly when a balloon is going to burst as you blow it up, there are too many variables which we will never know.
