What are you going to use as a base for your asphalt? Might I suggest 8 inches of reinforced concrete? My experience is that asphalt becomes almost indestructible if given a good base. Just make sure you periodically seal it with a light tar.
Just trying to turn a political discussion back to some semblance of science. ;)
