Yes, those assumptions are valid. The planet is assumed to have no moon or other artificial impediments tot transmission, and you can ignore its sun and other objects in the solar system as being too far away to be relevant.
The planet will block any radio signals, and there is no reliable reflection from the surface of the water or the underlying strata
Satellites are mechanized so that they can redirect retransmissions in absolutely any direction.
Good assumptions. Sorry it wasn't clear. It's easier when you have the diagram in front of you... :-)
