Students in some parts of the city are getting extra lessons while at school--older students take their lunch money, buy airplane glue, and then teach the youngsters how to sniff it for thrills. This was related yesterday during a panel on juvenile delinquency. Mayor Victor H. Schiro, a member of the panel, said he would order an ordinance drawn up to control the sale of this narcotic-like glue. Among those discussing delinquency in the city at a meeting in the main branch of the Public Library are, from left, Dr. Carl J.
