It seems very similar to an electroviscous effect caused by the high shear rates, resulting in high concentrations of ionic groups within the liquid, and the consequent increased particle interaction.
I worked on 'Rheological fluids' for a certain goverment back in the 80's.
Its difficult to find first hand info these days. Much of the work is still classified.
