The March of Dimes was supposed to cure polio. Polio was cured by Salk then Sabin. The March of Dimes then did a little tap dance - because the March of Dimes is about cashflow and management salaries, perquisites and expense chit reimbursements, not about biological pathology.
The Near Earth Object Observation Program is all about "unknown hazards." Its mission is to quantitate that which doesn't exist. It will be stable employment as long as fictive and nugatory hazards can be marched out to spin on a dime.
SETI is in the same vein. It was a really hot idea until it looked around and discovered nothing at all within a 50 lightyear radius of Earth. Now it wants to look at the whole galaxy. Anything more than 50 lightyears away is silly beyond measure. There will not be any petroleum remaining in 100 years - one round trip message. If we don't have the wherewithall to visit, we won't care about receiving a respose.
