All force has an equal and opposite reaction. If the mallets are attached to the vehicle then the recoil cancels out inertia you want to impart on the vehicle. Kind of like banging on the dashboard to try and make your car go faster. It might make you feel better but your efforts are in vain. This would come under mechanical space drives which received a cult following a few years ago but are about as realistic as perpetual motion. I'd give you 10 out of 10 for imagination but no cigar I'm afraid.
