Ethics are situational - don't harm your own kind.
Morals are absolute - don't harm others - and arbitrary. Imagine a Marine objecting to the major goal of his profession (enemy dead) on moral grounds.
Enforcement is where the power and money are, either way. The only safe place is behind the trigger. The Federal government is carefully exempt from imposed environmental and labor rules, and most recovery of losses litigation.
