Actually the people in most Saharan cultures are fine (and able to feed themselves) most of the time. The famines are generally the result of bad weather.
A big part of the problem they face is too much help. Because so much free food has been sent to them what farms they have are bankrupt (you can't compete with free). If the U.N. would stop sending so much food and just keep it in reserve for actual emergencies the people of the Sahara would be much better off.
