At this point there doesn't need to be any special individual or group. I'm just saying that this is the first step. The infrastructure that this will produce will be very vulnerable to abuse after a certain point, when it reaches a certain critical state, and I can't tell you what that will be, or when. If that eventuality is not foreseen and properly dealt with, the database this will create will become a source of power which will attract those who crave power for its own sake. They will find a use for it; that is human nature. What that use is is not foreseeable. But given the proclivities of the human species as evidenced over the period of its tenure on this planet, it is not likely to be benign.
I'm all in favor of fantastic cosmic power, don't get me wrong; so long as I get to decide what is done with that power and who suffers any ill effects therefrom.
