Fire all of NASA and hire a few folks from "Robot Wars." $240 million for the hardware, each, and hopeless NASA couldn't build an RC go-cart.
Uncle Al predicts the second rover will never make it over to the bared apparently foliated (sedimentary) bedrock. NASA is about process (budget expenditure) not product.
