Ahhhh....could it be that we have a galactic "Top Dog" who polices us and currently frowns on attempts by any one of us to announce ourselves to the rest of the Galaxy in a meaningful way?
Could it be that we are in the middle of the distribution of levels of technological advancement in our galaxy?
