Let me add one addendum to my argument in saying that I believe that the reason a fusion reactor in Japan is inferior to a breeder reactor is a matter of geography. Japan is hit daily with minor tremors and yearly with moderate ones. While they've built their cities accordingly, and no country knows more about construction regarding earthquakes than Japan, the idea of one built there seems REALLY bad.

But that said anyway, a utility like a fusion reactor is not someting that will become proprietary like software.

Anyone can make a jet, a cure, a rocket, or any other tech you care to think of.

If you know of a reasonable scenario whereas France or Japan somehow cornered the market on all the raw material they need for a fusion reactor, please supply the link.
