Your short-sightedness astounds me, and I say that in a nice way.
With a base on the moon, nuclear weapons are a pointless extreme. If you're on the moon, you just throw a big rock and get the same death-toll with none of the radiation.
As far as the cost and expense, well most of it is wrapped in the flag of science.
