Presence of Untouchable Threat. Imagine how your enemy (and pseudo friends for that matter) would feel living at the bottom of a very deep well with you at the top peering down at him, several rocks in hand. The moon is the ultimate highground, militarily speaking. That goes even if you don't 'officially' use it as such. Just being there is enough.
