You are correct however that's more to it. It is the IAU (International Astronomical Union, since 1919 that is responsable for naming clestrial bodies. The IUPAC Gods of Astronomy!

In 1979, the discoverer of Pluto's moon wanted to name it Charlene, in honor of his wife but couldn't and had to go ack to mythology, hence Charon, Pluto's helper.
