martian soil reacts to airbag retraction

When I downloaded and looked at the images earlier I couldn't help noticing the way the soil had reacted to the airbags of the MER. I've since heard it suggested that it is similiar to talcum powder. I thought it reminded me of how fine grained and slightly wet snow behaves. I was wondering if, at the temperatures on mars, could atmospheric gasses condense enough to give the soil a texture and consistency that is similiar to "dirty snow"?
