Taq is correct, its nothing to do with your location.
Provided you wait 10-15 minutes after you have filled your bath or basin, to ensure the water is perfectly still. The direction in which the water rotates depends upon the angle you pull the plug out, and very much more upon the angle of the first bend in the waste pipe , and/or its roughness.
