There ain't no such anywhere at any tme. It is Enviro-whiner spew. All predator-prey relationships are boom and bust - maximum reproduction, then death for whatever reasons with a phase shift. Bobcats and hares don't know when to quit, nor do smallpox and Black Plague or busy Third World genitalia, or yeast growing in grape juice.

Wolves and deer are boom/bust. Remove the wolves and the deer rapidly reproduce themselves into starvation. Pay compassionate Welfare and Meidcare and backrupt your economy, 100% sure thing.
