First International nuclear fission reactor in Japan

This AP Story reports that Japan wants to be the site of the first international nuclear fission site. "Tokyo faces stiff competition from France's bid to promote its proposed site..." I doubt this since The US are a bigger member of the board and France opposed the war.
But would it be safe to put this Japan despite its instable seismological activities?
But anyhow I, for one, welcome our new nuclear fisson powered overlords.
