Mostly I was just letting off steam. When I got my First Phone it was a good thing. It showed you knew something. Just as the GRE used to show you knew something. Now it doesn't mean anything much, since I assume that the training classes basically do the same as the First Phone mills, just teach the answers, so you could pass the test without actually studying the subjects covered. Under those conditions the test is pretty useless, but I'm not sure what would replace it. It obviously needs to be something that actually tests your knowledge of the subject.
As far as I am concerned, the greatest concern in individually developed tests is to be sure that you don't wind up with "easy" and "hard" testers. There needs to be a way to level the playing field. That of course is what standardized testing is about, but then you have the chance to get a good score without really knowing anything.
