You don't force people to use "their" money in a specific way. But you can make grants available for certain types of research and not for others. One can also make tax benefits available for those that know how to focus where public policy wishes for them to focus.
I'm not in favor of a law. I think we have too many already. But government money should be used in a manner proscribed to make the greatest benefit for the public.
