Psychomimetics: BZ/QNB (quinuclidinyl benzilate), 1,1-dimethylheptyl /_\-9 tetrahydrocannabinol. (conceivably LSD, DMT, DOA or any low-dose hallucinogen). The first two cause profound postural hypotension: You sit up, you fall down in a faint. The former gives total disorientation and mental confusion in trace doses, followed by three days of screaming hallucinations in larger ones. The latter gives 3-5 days of "profound euphoria."
BZ is trivially synthesized from cheap industrial starting materials. Micronized silanized electrostically dispersed BZ aerosol would be chronically devastating to any concentration of people - cities, for instance - but non-lethal with a very large therapeutic ratio (median effective dose/median lethal dose).
