As far as EMP (electromagnetic pulse) weapons are concerned, the only way I know of that they can be generated without a lot of equipment is by a nuclear weapon. I recall on a visit to Sandia in New Mexico in 1978 they were just finishing construction of an EMP test device. That was a fixed emplacement that subjected a test object (such as a C4 cargo plane) to an EMP. The test object had to be placed within the confines of the test stand in order to receive an EMP with a significant intensity. Of course they were building the facility to test the survivablility of military equipment. Anyway, an EMP (only) bomb doesn't seem very likely, it would probably just be an extra side effect of the use of nuclear weapons.
