Paul, this is a "slice" of the universe frozen at a certain moment in time.Be careful with the term "slice", since our universe is at least a 4 dimensional spacetime, and consequently a slice of the universe at a particular moment is in fact a 3 dimensional (spatial) volume.And the ellipsoidal picture that you see is only 2 dimensional!

But more important, it is only a graph, a plot of "something" vs."something else".If what you suggest were true, it would be the first graph in which the coordinate axes depend on the result of the "experiment".
No, the egg shaped, or better oval,ellipsoidal graphs that have come out since COBE represent the, say CMBR temperature distribution, anisotropy, or whatever else it was plotted in so called galactic coordinates,(I think they are galactic, but I might be wrong)i.e.ascension and declination with respect to the galactic equator plane. The ellipsoidal shape has no meaning in itself(that picture could have very well been a cirle)unless
the authors wanted to emphasize a particular direction, like the direction of the velocity of our galaxy, or whatever else it is, along the 0-180 (major)axis of the ellipse.
