No, it does not take just a little imbalance between nuclear and elmg. forces.It takes much more.What are your assumptions on how this universe arrives to the state where nu heavy elements are formed?What happens to gravitation, to initial (statistical)inhomogeneities?
In proposing your universe you have changed, without knowing it a lot many other things.To the point where a comaprison of this universe to ours becomes oranges and apples.

So I am asking you again, what is your point?

And remember, the graphs that you will find on the subject, like those in the Tegmark paper are sort of "Doomsday" type of graphs.They show what would happen to our universe as is if the fundamental constants were different.You see the contradiction don't you?
They can only tell that for different conditions the universe could not be the way we know it. This however does not mean that life could not develop in any of these other universes.Maybe it could, or maybe it couldn't, and for the time being this is a metaphysical question.Amaranth was just suggesting an adaptation mechanism of the universe to itself to generate life, which is as good an assumption as any.Moreover, under this assumption the designer concept becomes irrelevant, a non-issue.
