Governments do not want anyone other than themselves to encrypt/decrypt secret information.
They got enough trouble as it is with public keys
and prime numbers.
As well as "special one time" cypher pads that allows you to change every individual letter of a message, using (random?) groups from the 4Billion terms of Pi.
Search 4 Billion terms of Pi
Search for patterns in 100 million terms of Pi (easier)*Have Fun...ie. Your future Lottery Wins are there(somewhere).
PS look up some old winning numbers Hehehehe.
