The "experiment" is vaporizing water to steam. There is no chemistry involve and there is certainly no nuclear chemistry involved. Zero, nada, zilch, none whatsoever.
It isn't a close call, it isn't an ambiguity, there is no stretch to the envelope. The "experiment" is bullshit.
Is that clear enough for you? The "experiment" is crap to the left of the decimal point.
Strike an arc, blow water through it. Whoosh. Hell, blow hydrogen through an arc then mix the hydrogen plasma with stoichiometric oxygen. A hydrogen plasma torch burns so hot it radiates deep into the UV, frying everybody nearby who isn't shielded and blinding folk to an impressive distance (less eye protection). It's only chemistry. It falls short of nuclear events by a factor of more than a million in energy.
