Based on your description an electric current was definitely being created. And you must know that anything remote resembling fusion would not shoot a cotton ball anywhere. Were it actual fusion what would have arrived at the other end would have been charcoal or CO2.
My reference to platinum is as follows: Rare earths, to chemists, refers specifically to the Lanthanide metals and they are not particularly useful as catalysts for electrolysis of water. Platinum metals such as platinum and palladium, however, are.
