I am inclined to agree with you but let me play devil's advocate on this one.

We know as we look out into the universe that matter is not distributed uniformly. Rather that it forms a network surrounding what appear to be large voids. Perhaps not completely void but certainly devoid of detectable stars and galaxies.

Therefore, perhaps, the expansion is taking place in the voids which is why the voids are there. And that those threads surrounding the voids in which the galaxies and stars exist are places where the expansion is not taking place.

I don't think there is any evidence supporting the above. Likewise I don't think there is any that would rule it out.

My point here is merely to indicate that there are scenarios where local expansion may not be happening.
