For some crazed reason, human's are attracted like moths to a candle, to huge projects ... and bigger equals better.
Better 200,000 self-sufficient houses than one power plant. When things go wrong ... as they inevitably will. 200,000 people don't lose access to power.
I'd like to see this thing stand up to an earthquake, hurricane, or terrorist assault.
