OTOH,a Caltech or MIT sophomore engineering class could do better than NASA with one cerebrum tied behind its back. OTOH, even given management wearing muzzles, good engineering, and no Enviro-whinerist dogma you're still staring down a $(US)billion price tag up front in the face of meager Accounts Receivable out back.
Uncle Al wouldn't invest, but he sure will sit back and enjoy - Muslims go ape about defiling their demi-god moon with physical trespass. By international law dating back to the 1500s, if these bozos manage to maintain continuous habitation they can declare it to be a new nation with them as government. It could get a little sticky re ports of call for terrestrial launch and recovery if the UN starts pissing and moaning. Then again, there is always some craphole of convenience willing to provide services in the face of international condemnation - Panama, Liberia, France.
This could be a whole lot of fun.
