Plastic bags are worse than rocks because:

Rocks can be used to break nuts, crush peppercorns and other spices, crack coconuts, mash garlic, sharpen knives, scare cats and dogs, check the temperature, scrape old carbon off an iron pot, wedge a door or window open, smash a window out in case of fire, can be painted with tempera paints, target for hopscotch, Ice-pack when frozen, pound meat to tenderize it, ball for grocery-sack games, cat toy, fetch target for dogs, substitute leg for appliance with one broken off.

Plastic bags:
Don't stand up in corner for grocery sack ball games, too flimsy to use for shelf paper, can't be drawn on with chalk or markers, have absolutely no affinity for tempera paints, always have holes so they never hold water, make lousy cat toys, cannot be used to substitute for a broken appliance leg, flatten under doors and windows, do not scare cats or dogs, blow away from the hopscotch squares before you could possibly reach them, might smash a fruit fly, exude noxious chemicals in a fire, are useless for checking the temperature because they are always the temperature of your hand a moment after you touch them, and can suffocate your pet or child.

They do make cheap liners for your household trash containers.

But the worst thing about plastic bags is that they travel with the slightest breeze, and they flutter to the floor silently, and when you don't see them and you step on them unsuspectingly, they slither and slip and slide under your feet and you can FALL DOWN and get a CONCUSSION and have to go to the EMERGENCY ROOM and get TREATMENT and it really, REALLY ruins your DAY!

And that's why rocks are better than plastic bags.
