1. Because moving rocket fuel to Mars takes more energy (read that $) than moving solar panels. And if you move 100 tons of rocket fuel that is all you have ... 100 tons of rocket fuel. If you move 100 tons of solar panels you have unlimited quantities of rocket fuel.
4. Then you didn't understand what I wrote.
5. We have not problem producing rocket fuel from water. None what-so-ever. What on earth makes you think we do? We have a problem with funding of space exploration. This is a question of finances ... not technology.
