As a Microbiologist, I'd have to say that I think he stands a very good chance of succeeding in finding or bio-engineering organisms that will so as he suggests. Every chemical that exists on earth naturally is in pretty much an equilibrium between organisms synthesizing it and organisms effecting its degradation. It's a matter of looking in the right places. If you want organisms that degrade asphalt, you look where asphalt naturally occurs, like the La Brea Tar pits. If you want to turn Carbon Dioxide into Methane, you need to look for bacteria that live where that happens.

I don't doubt the man will find what he's looking for and find a way to slap a patent on it and become even more wealthy than ever. Bill Gates needs more competition.
