Not quite. If the star is moving away from you then to you its time is running slower. A year later it may only look 6 months older. And it isn't 100 light years any more but the star has moved farther away so it might be 100.5 light years away now.

When you get to the background radiation the source is moving away at essentially the speed of light. So it has taken a very long time for that radiation to get to us while the time elapsed on the source seems very short to us.
