In their now traditional pre-Christmas cliffhanger,
European Union (EU) fisheries ministers have agreed
new catch quotas. The result in such a situation, Cefas says, is a vicious circle: "Not only is the size of the stock reduced by too high a level of exploitation, but there are fewer juvenile fish to replace those that are caught, and stock levels are likely to fall even lower."
